Comprehensive restoration and modernisation of the historic “The Hat” (Kapelusz) exhibition centre designated for the SILESIA PARK CULTURAL CENTRE

 

Brief description of the project

The object of the project is the revitalisation of the decommissioned building of “The Hat” (Kapelusz) Exhibition Centre, entered into the voivodship register of historic monuments and located in the General Jerzy Ziętek Voivodship Culture and Leisure Park. The scope of the project includes:

- construction and rough-in works,

- documentation, supervision and promotion.

After the completion of the project, the Exhibition Hall will be used as a venue for cultural events. The project is implemented under a design-build contract.

The main objective of the project is to maintain the historic “The Hat” Exhibition Centre, which is recognisable throughout the region, and repurpose it as a cultural venue.

The project is to be implemented from 2018 to 2020.

DESCRIPTION OF THE EXISTING CONDITION

The HAT Exhibition Centre is an avant-garde building designed by the accomplished and acclaimed team of architect Jerzy Gottfried and engineer Włodzimierz Feiferk. Completed in 1968, it is one of the most original and characteristic structures in the Silesia Park. In 2014, a routine technical inspection revealed a crack in one of the corners of the exhibition centre. Further examination showed that the load-bearing structure had been damaged and until the defect has been repaired, the building might be dangerous to the people inside. Before it was closed down, “The Hat” had been the venue of multiple events, including the well-known international flower exhibition. According to the survey of 2013 (before the exhibition centre was decommissioned), 22.4% of respondents declared having visited “The Hat”, making it a more popular attraction than the Theme Park, the Planetarium and the “Fala” Swimming Complex.

 

PROBLEMS TO SOLVE

The key problem to solve is the poor technical condition of “The Hat” Exhibition Centre, where cracks in the load-bearing structure posed a threat to people inside the building and resulted in decommissioning the centre. If no action is taken, the building’s condition will continue to deteriorate which may eventually lead to demolition. According the Chorzów Local Revitalisation Plan, the lack of cultural infrastructure is listed (p. 60) among the issues faced by the city (population over 100,000), with 67% of the citizens pointing out the absence of such infrastructure in the Silesia Park.

 

LOGIC OF THE PROJECT

The main objective of the project is to maintain the historic “The Hat” Exhibition Centre, which is recognisable throughout the region, and repurpose it as a cultural venue.

Detailed objectives:

- restoring the facility to usable condition,

- preventing the demolition of the building due to poor technical condition,

- providing opportunities for developing new cultural offering,

- creating jobs.

The objectives of the project should be achieved by 2020.

 

IMPACT

The project will have impact on:

- cultural growth of the region,

- grooming the interests and hobbies of the citizens living in the areas under revitalisation,

- improving the quality of life of the citizens of the region,

- preserving valuable cultural heritage.

DEGREE OF COMPLETION OF THE OBJECTIVES OF THE REGIONAL OPERATIONAL PROGRAMME AND THE OBJECTIVES SPECIFIED FOR THE GIVEN PRIORITY AXIS AND ACTION IN THE DETAILED DESCRIPTION OF PRIORITY AXES OF THE REGIONAL OPERATIONAL PROGRAMME FOR SILESIAN VOIVODSHIP

The project follows Priority Axis V: Environment protection and efficient use of resources, which specifies that in terms of the cultural sector, the funds will be focused on implementing the projects aimed at preserving the cultural heritage, in particular the objects entered into the register of the Silesian Voivodship Conservation Officer or included in the Industrial Monuments Route, which play an important role for the development of the region. The project follows the detailed objective of the priority axis: improving the attractiveness of the cultural facilities of the region.
